Authorized under Title III of the Elementary and Secondary Education Act (ESEA), as amended, the National Clearinghouse for English Language Acquisition & Language Instruction Educational Programs (NCELA) supports the U.S. Department of Education's Office of English Language Acquisition, Language Enhancement, and Academic Achievement for Limited English Proficient Students (OELA) in its mission to respond to Title III educational needs, and implement Section 3202 Title III of the ESEA as it applies to English learners (ELs)

The Colorado School Finance Project is a non-profit whose mission is to compile, collect, and distribute research-based, non-partisan information and data on topics related to school finance for state and local policymakers. Title III is a supplemental grant under the ESEA that is designed to improve and enhance the education of English learners (ELs) in becoming proficient in English, as well as meeting the Colorado Academic Content standards.

ELPA supports the requirement to provide an evidence-based program for all English learners. ELPA provides funds to offset the cost of this programming; see allocations information.
